WebOct 23, 2016 · No, for a religious victoy, a civ has to convert all other civs to their religion. To convert a civ, at least half of their cities need to be of that religion. You only need to defend your own lands for this to work. I hear not having open borders helps, but haven't tested that. Might be people thinking things work the same as in Civ V. #5
